What Orange City’s City Hall restoration can teach a property owner

The city’s published City Hall restoration account describes several water-entry problems in one building: slate roof leaks, deteriorated flat-roof membrane, inadequate drainage and deteriorated mortar around openings. The city awarded that project to Mihm Construction; it is not a DeSantis project.

The useful comparison is between a roof-only scope and a scope that also identifies adjacent defects. A house with a stain does not necessarily share City Hall’s problems. Ask your roofer to distinguish an observed roofing defect, a suspected entry point and a condition that needs another trade’s evaluation. An estimate should make those distinctions visible before you pay for work that may leave a separate source of water unresolved.

Ask for a finding that connects to the proposed repair

For each area of concern, start with the location and the evidence. “Leak at rear room” describes the symptom. A useful assessment goes further: which roof section was examined, what condition was found, and what work is proposed there?

Compare the following two proposals as an example:

  • A limited repair identifies the affected detail, the surrounding area that must be opened, the material being restored and what remains outside the work.
  • A replacement identifies the roof sections being removed and rebuilt, along with how concealed damage will be documented and priced if found.

Neither description alone establishes which choice your property needs. The assessment should explain why the selected extent of work addresses the findings. If the recommendation changes after opening the roof, ask for photographs and an updated explanation before authorizing additional work.

A dry ceiling on the inspection day does not erase the history of a recurring stain. Share when it appeared, whether its outline changed and any previous repair location. Ground-level photographs and existing records are useful; you do not need to get on the roof to prepare for the visit.

Include the inspection stage in the work plan

Orange City’s reroof guidelines, revised June 2025, describe an in-progress inspection after removal and dry-in, with roofing details still available for inspection. They also address a nailing affidavit when the entire roof uses peel-and-stick underlayment and require a contractor representative at inspection.

Ask who arranges that inspection and how the installation sequence preserves the required visibility. “The roof looks finished” and “the inspection requirements have been satisfied” are different milestones. The contractor should confirm the current requirements for your permit; these published guidelines are not a substitute for the project’s approved instructions.

Compare a roof-only price with a broader water-entry scope

Use separate lines for the defect found, the proposed work and the responsible trade. For the city’s example, roof membrane, drainage capacity and mortar repairs belong to different lines; an allowance for new covering would not describe all three. Do not assume every property needs that combination.

For your building, ask whether the roofer found a defect or only identified an area for further evaluation. If another contractor is needed, record that unresolved item before accepting the roof scope. This is more useful than a general promise to “stop all leaks” without identifying the included work.

For a mixed roof, identify the boundaries between the materials. Mark which section the proposal addresses and ask what happens at its junction with the retained roof. If only one area is replaced, keep the retained section visible in the scope and explain any assessment limits. The purpose is to make the extent of the work clear, not to presume the entire roof has failed.

Does a leak mean I need a full replacement?

No. The extent and condition of the affected roofing determine whether a limited repair is practical. Ask the assessment to explain the recommendation and its limits.

Can an old repair invoice help?

Yes. It may identify the treated area and material. Share it alongside the current concern; it does not establish the condition of the rest of the roof today.
