Roofing assistance and gutter assistance are not interchangeable
Orange County’s Housing Rehabilitation Program lists roofing among essential repairs for eligible owner-occupants. Its posted information describes a deferred second mortgage, rather than simply promising a free roof. Ask Housing and Community Development about current eligibility and the process before committing to work you expect the program to cover.
The page checked in September 2026 gives inconsistent ownership-duration statements: one year in its introduction and three years in its qualification list. Have the County resolve that point for your application; do not assume either statement establishes your eligibility.
The separately named Nonprofit Housing Repair Grant reimburses qualifying nonprofit organizations for specified work. Its eligible list includes gutter cleaning and repair; its excluded list includes roof repair. It is not a homeowner application for a new roof.
When someone suggests a program, retain its exact name and ask who applies and which work is eligible. A gutter item on one list cannot be carried into a roofing application under another program.
A published Pine Hills example shows why the repair list matters
In an October 3, 2025 report, Orange County described repairs to a Pine Hills veteran’s home through Rebuilding Together Central Florida’s Safe at Home program, supported by the County’s Affordable Housing Trust Fund. The account describes a leaking roof and other problems in the home.
This was third-party work, not a DeSantis project. It illustrates why an assistance inquiry should describe all relevant housing concerns rather than reduce the application to the name of a roofing product. It does not establish an open application slot, a funding entitlement or the scope available to another homeowner.
Our Pine Hills roof-and-gutter project
DeSantis installed a new roof using Owens Corning Duration shingles and added gutters at a Pine Hills property. That is separate completed company work; it is not presented as County-funded or nonprofit-program work.
For your home, identify whether you want roofing alone or gutter work considered too. A combined price can hide different choices. Ask which roof edges and downspouts are included, which existing gutter sections remain and whether any temporary removal is part of the roofing scope.
If water collects near an entrance or overflows an edge, describe that observation during the assessment. New shingles and new gutters address different components; the finding should support the work recommended.
Keep two records while you decide
Use one record for the roofing decision and another for an assistance inquiry. They should refer to the same property without being treated as the same approval.

A DeSantis estimate does not approve assistance or establish participation as a program contractor. Before signing in expectation of program payment, obtain the administering organization’s instructions. If you need an assessment of an active problem while an application is pending, identify that situation in the request.
Compare a limited repair with the larger job it leaves undone
When budget is the concern, ask whether a suitable limited repair is available and what its limits would be. Have the proposal identify the area treated and any concern that remains elsewhere. A smaller price is not an equivalent alternative if it leaves the problem you wanted addressed outside the scope.
For replacement, ask about removal, underlayment, flashing, roof edges and disposal. Keep any possible wood-work allowance visible, including how additional quantities are priced. Optional gutter work should be distinguishable from the agreed roofing work.
You can start with the current symptoms and safe photographs. Complete property records are helpful, but you do not need them before reporting a leak.
